Special Session 1 — Domestic Financing for Public Systems: Lessons from Tobacco Control for Sustainable Reform

This session explores how sustainable domestic financing for tobacco control can be integrated into broader development priorities under the ATTS 2026 energy-access theme, highlighting fiscal innovations from Benin, Côte d'Ivoire, Kenya and partners — taxation, budget allocations, and earmarking — and how domestic revenue mobilization can create fiscal space for energy reforms, subsidy transitions, and resilient infrastructure. Hosted by the ACBF Tobacco Control Program and IECT (Benin).

Moderated by Mrs. Betina Edziwa (ACBF), with Mr. Augustin Faton (IECT) and representatives from the Ministries of Health and Finance of Benin, Côte d'Ivoire and Kenya, WHO AFRO, Vital Strategies, GSF Global Advisors, and Mr. Daouda Elhadj Adam (ACBF).

Objective: identify replicable mechanisms for domestic tobacco-control funding streams and draw lessons for fiscally sustainable energy reform. Expected outcomes: three or more country-specific funding models documented for peer learning; practical recommendations for continental and national financing roadmaps; insights on how domestic resource mobilization can support energy reform and subsidy transitions.
