Policy Dialogue 2 — Reform Design and Stakeholder Engagement for Power Sector Change
Session Overview
This dialogue equips energy ministry officials, regulators, and think tank researchers with practical tools for energy reform sequencing — how to build political coalitions, engage utilities, and design participatory reform processes — moving from diagnosis to roadmap within a single session. Delivered by the Africa-Europe Foundation.
Facilitated by Mr. Andrzej Dabkowski, Mr. Raphaël Danglade and Ms. Camilla Toulmin (all Africa-Europe Foundation).
Objective: give participants structured tools to design reform sequences that are politically viable, technically sound, and practically implementable. Expected outcomes: a peer network of reform practitioners established via a dedicated Community of Practice; a reform toolkit formally shared with all think tanks for ongoing national advisory work.
