Knowledge Sharing Session A — Addressing Key Regulatory Challenges in the African Energy Sector

This workshop examines the regulatory measures required to achieve universal energy access, improve efficiency in the use of generation resources, and attract private investment across the complete electricity supply chain in African countries. It is delivered by the African School of Regulation (ASR) across two panels.

Panel 1 — From Regulatory Gaps to Investment Confidence (Moderator: Dr Charly Gatete, ASR) with Mr. Alagi Basiru Gaye (IsDB), Mr. Harold R. Obiga (ERA, Uganda) and Mr. Kokou Laurent Tossou (SBPE, Benin). Panel 2 — Regulating for Universal Access, Decentralized Energy, and Emerging Technologies (Moderator: Ing. Nutifafa K. Fiasorgbor, ASR) with Dr. Abdulkadir Shettima (ASR), Dr Geoffrey Aori Mabea (RAERESA) and Dr Ismael Ackah (Ministry of Energy, Ghana).

Objective: expose the regulatory barriers that create uncertainty and deter investment, and show how sound regulation can harness — and de-risk — new technology in the power sector. Expected outcomes: barriers deterring private investment identified; practical approaches to utility financial viability shared; guidance on regulating decentralized energy and emerging technologies captured for regulators and policymakers.
