Policy Dialogue 2 — Powering Africa's Green Industrialization: An Africa-Europe Partnership for Productive Energy and Economic Transformation

This session convenes African and European institutions to examine the policy, regulatory, and financing conditions needed to connect energy systems more effectively with industry, agro-processing, SMEs, and emerging green value chains. Drawing on recent research — including AEF's work on productive-use energy and financing green industrialization — it generates practical recommendations and highlights examples of impactful cooperation that could be scaled through the Africa-Europe partnership. Delivered by the Africa-Europe Foundation.

Facilitated by Mr. Andrzej Dabkowski (Head of Program Performance and Operations, Africa-Europe Foundation), with remarks by Mr. Rodolphe Bance (Head, Economic and Social Unit, ACBF) and Mrs. Holy Ranaivozanany (Deputy Executive Director, Africa-Europe Foundation), followed by a scene-setting presentation and open debate on binding constraints, bankability of productive-use energy, and blended finance.

Objectives: advance the Africa-Europe green industrialization agenda with a focus on energy systems for productive use; identify opportunities to scale effective initiatives and strengthen delivery against AU-EU commitments; and generate practical policy and financing recommendations for an Africa-Europe Think Tank Ideas Bank. Expected outcomes: a focused set of recommendations to advance productive-use energy and investable value chains; evidence to strengthen AU-EU commitment-tracking; and actionable inputs for the Africa-Europe Think Tank Platform / Ideas Bank.
